Asst. prov’l warden, 14 guards suspended
LINGAYEN—The ax finally fell on the assistant provincial jail warden and 14 jail guards of the Provincial Jail.
They were suspended in three separate decisions handed down by Governor Amado Espino Jr. based on the investigation conducted by Provincial Legal Officer Geraldine Baniqued.
The suspension orders are for the administrative cases filed against the respondents for neglect of duty and gross neglect of duty, respectively, in connection with the escape of prisoners from the provincial jail in at least two occasions in January this year.
Assistant Jail Warden Rogelio Paglingayen was slapped with a three-month suspension, but since he already served a two-month preventive suspension for neglect of duty due to the escape of detention prisoner Marlon Moreno on January 25, 2011, he will now only serve a one-month suspension.
A one-month suspension for gross neglect of duty in connection with Moreno’s escape was slapped on Provincial Jail Guards Vincent Arcelona, Reynante Cabic, Rodrigo Salvador, Genesis Estrada, Benjamin Lomibao and Marcial Lavarias.
Provincial Jail Guards Sergio Ferrer, Danilo Colis, Alejandro Castro, Ponciano Tugade, Conrado Gatchalian, Jimmy Nabung, Sergio Tamondong and Antonio Corpuz were also suspended for one month for gross neglect of duty in connection with the escape on January 7, 2011, at the height of the Lingayen town Fiesta, of three prisoners, namely Cristituto Alfeche, Emmanuel Enroquez and Isagani Lomibao.
Provincial Legal Officer Baniqued said Pagligayen and Provincial Warden Rolando Diaz are facing another administrative case for neglect of duty in connection with another escape of inmates, which is still being investigated by her office.
Baniqued advised jail authorities to adjust their manpower schedule during the suspension period of the jail guards to ensure the security of the provincial jail.
