Alaminos, 8 towns get ‘good housekeeping’ seal

SAN FERNANDO CITY—Nine local government units (LGUs) of Pangasinan were conferred the Seal of Good Housekeeping (SGH), a hallmark of excellence for LGUs implementing good governance, during the DILG Tapatan Roadshow held here on August 3.

The award was handed by Interior and Local Government Secretary Jesse Robredo to the mayors of Alaminos City, Basista, Bautista, Burgos, Labrador, Laoac, Natividad, Sta. Maria and Sto. Tomas,

A total of 52 LGUs in Region 1 received the SGH, which came with a prize fund of P3 million each for cities and P1 million each for municipalities.

Robredo said there are now 354 LGUs within the fourth to sixth income brackets out of more than 800 all over the country that were given SGH.

FULL FINANCIAL DISCLOSURE

One criterion for the award is the certification of the Commission on Audit that the municipality or city has no adverse report regarding financial transactions.

Another is the adherence to the full disclosure policy, including the posting of financial transactions on the LGU’s website to show how funds are being spent.

Non-government organizations were tapped by the DILG to validate the LGU financial transactions.

SGH, a program of the national government open to all LGUs, is in line with President Benigno Aquino III’s thrust to eradicate corruption in government.

Meanwhile, Robredo announced that a policy is being crafted with various government financial institutions requiring SGH as a qualification before LGUs can secure loans.

The national government is also studying a proposal to transfer the management of the Cash Transfer Program under the Department of Social Welfare and Development (DSWD) to LGUs with SGH.

The Cash Transfer Program is a poverty-alleviation project wherein low-income families are given cash assistance with some obligations related to education and health maintenance.
