SP endorses city’s new corporate seal
THE Sangguniang Panlungsod has endorsed the new design of the Dagupan City corporate seal, which is based on the winning entry in a contest sponsored by the city government during the Bangus Festival last April.
The SP endorsement, authored by Councilor Alipio Serafin Fernandez, is contained in Resolution No. 6634-2011 passed during the council’s regular session last July 11.
The endorsement said it is consistent with Memorandum Circular No. 92-30 of the Department of Interior and Local Government and the pertinent provision of Republic No. 7160 (Local Government Code of 1991) to the National Historical Commission of the Philippines (NHCP) for review and/or any other appropriate action on the seal.
The resolution came after Mayor Benjamin Lim wrote to the SP on July 5, 2011 explaining the four phases involved in the corporate seal redesigning, namely: designing, review, approval and registration.
Lim said the participation of the SP is essential in the second (review) and third (approval) phases.
The winning entry was submitted by Dr. Carmelo E. Vidal, director of the Center for Integrated Extension Services/National Training Program Unit of the University of Luzon.
The panel of evaluators was chaired by famous Pangasinan artist Paco Santos, with retired radio station DZMQ manager Alex Duque and Junior Chamber International Dagupan president Romualdo Patrick Siapno as members.
ORIGINAL DESIGN REGISTERED
Meanwhile, Alex Villaflor, a Dagupeno and a hobby collector, came forward to belie the claim of the NHCP that the present “Sigue Dagupan” seal of Dagupan City was never registered.
Villaflor presented to The PUNCH the original document with an illustration of the design with accompanying marks of registration and approval of the seal by the Philippine Heraldly Committee in 1948.
The copy, already brittle and tattered by age, bears signatures of two officials. It was signed “Approved By The Authority of The President” by “Teodoro Evangelista, Executive Secretary” and “For The Philippine Heraldry Committee” by “Gilbert S. Perez, Technical Consultant And Acting Secretary” dated 12/21.
Below Perez’s signature is a notation that appeared to read “pbm 12-48” presumably a reference code used in those times to reflect period.
