Espino urges kabaleyans to help mitigate disaster
LINGAYEN–Governor Amado T. Espino, Jr. has appealed to all Pangasinenses to make disaster-consciousness a part of their everyday lives to complement the provincial government’s disaster mitigating measures, one of the priority programs.
During the kick-off ceremony for the observance of National Disaster Consciousness Month, with the theme “Makialam, Makiisa sa Pagsugpo sa Panganib, May Maitutulong Ka” last July 11 at the Pangasinan Development and Training Center, Espino said every Pangasinense must always be alert and conscious with what is happening in the environment.
“Let us put significance in the celebration … everyone must interfere, help and cooperate to make the celebration realistic,” Espino said as he stressed that the ceremonies are meaningless without implementing programs that can help mitigate disasters.
The Governor also thanked all line agencies actively participating in the implementation of the province’s disaster mitigating programs such as the massive clean-up drive in rivers and tributaries, mangrove and tree planting in coastal and mountainous areas, and conducting various disaster-capability seminars.
All mentioned activities, according to the governor, are considered “practical and pragmatic approach” in addressing the various disasters, except earthquake that could not be predicted.
Meanwhile, PSSupt Rosueto V. Ricaforte, Philippine National Police Provincial Director, said the provincial police fully supports the programs of the government and reiterated its role as “automatic agents” that will readily provide additional manpower and technical assistance during times of calamity.
Provincial Administrator Rafael F. Baraan, on the other hand, said although the province still needs to improve its response capability, directions and perspective insights set by Espino, flood mitigating measures have been proven to be effective.
Baraan also noted that floodwaters in Central Pangasinan during the recent onset of typhoon Falcon subsided easily due to the massive river clean up conducted by Task Force Kalikasan particularly in the towns of Binmaley, Lingayen, and Bugallon.
In line with the celebration, the Provincial Disaster Risk Reduction and Management Council (PDRRMC) has scheduled a series of activities such as: continuous implementation of massive clean-up and dredging operations of rivers and waterways; fishnet (tabal) distribution to marginal fishermen; simultaneous tree planting activities on coastal and riverbanks on July 22 at Barangay Portic in Bugallon and Caloocan Sur in Binmaley; capability building enhancement training for selected MDRRMC members from the towns of Lingayen, Bugallon, Labrador, Aguilar, Calasiao, Sta.
