Sinocalan-Dagupan Water System sought as Water Quality Dev’t Area

A RESOLUTION has been proposed before the Dagupan City Council asking the Department of Environment and Natural Resources (DENR), through the Environmental Management Bureau, to designate the Sinocalan-Dagupan River System as a Water Quality Development Area.

The resolution, proposed by Councilor Jesus Canto, chairman on health of the Sangguniang Panlungsod, is pursuant to Republic Act 9275, also known as the ”Clean Water Act of 2004”.

Canto said Section 5 of RA 9265 provides the designation by the DENR, in coordination with the National Water Resources Board, of certain spots as water quality management areas using appropriate physiographic units.

The Sinocalan-Dagupan River System and its tributaries and watershed have similar hydrological, hydrogeological, meteorological or geographic conditions, which affect the reactions and diffusions of pollutants in the water bodies.

This whole water system’s area, which drain into the Lingayen Gulf, cover the municipalities of Binalonan, Sta. Barbara, Calasiao, Mangaldan, Malasiqui and Binmaley and the cities of Urdaneta, San Carlos and Dagupan.

The Sinocalan-Dagupan River System is currently used for aquaculture, agriculture and domestic uses, but it has been identified as a potential source of water for households, industries and commercial establishments.

According to Canto, the present deteriorated water quality of the Sinocalan-Dagupan River System requires serious protection and management actions by the local government units and various stakeholders located within the watershed.

Dagupan City has consistently and actively participated in planning and policy discussions about the river system in preparation to its designation as a Water Quality Management Area.

A Local Water Quality Task Force has also been formed by the city for this purpose.
