THERE is no new corporate seal for Dagupan City yet as far as the Sangguniang Panlungsod is concerned.

Councilor Alipio Serafin Fernandez, chairman on laws and ordinances of the city council, said while he attended the unveiling of the new seal in front of the city plaza during the Bangus Festival, he does not consider it to be official until the SP passes an ordinance on recognizing it as such.

“Before we can initiate the creation of a new seal for Dagupan, we need a resolution from the Sangguniang Panlungsod authorizing the creation of a new seal,” Fernandez, a lawyer, explained.

He said that while the council did not pass any resolution authorizing the creation of a new seal, he nonetheless supports the move to adopt a new seal.

Vice Mayor and SP presiding officer Belen Fernandez also recalled that the executive department did not seek any resolution before embarking on the new seal launch, which went through a design contest participated in by Dagupan residents.

“I don’t recall any communication from the Mayor’s Office with regards to the change of the seal of Dagupan before launching the search for a new seal,” the vice mayor said.

However, SP Secretary Jorge Estrada, chair of a special ad hoc committee created by Mayor Benjamin Lim that took charge in the re-designing of the seal, said his committee followed the guidelines promulgated by the National Historical Commission (NHC) and the Department of Interior and Local Government.

The old corporate seal of Dagupan was designed in the early 50s by the late Lingayen-Dagupan Archbishop Mariano Madriaga.

The ad hoc committee launched a competition and the entry of Dr. Carmelo Vidal of the University of Luzon was declared the winner.

Estrada maintained that the competition must come first before the adoption of an ordinance.

But Councilor Fernandez insists that there should have been a resolution first before the changing of the seal of the city of Dagupan.–LM
