Assistant warden, 2 jail guards suspended
LINGAYEN–The assistant provincial jail warden and two jail guards of Pangasinan were meted preventive suspension following the escape of four prisoners in three separate occasions early this year.
A 60-day preventive suspension was slapped on Rogelio Paglingayen, assistant provincial jail warden, and 30 days each for jail guards Vincent Arcelona and Urbana Farinas.
The preventive suspension, contained in a letter dated May 2, 2011, was handed down by Provincial Legal Officer Geraldine Baniqued, head of an investigating panel created by Governor Amado Espino Jr. to investigate the administrative cases filed against the jail personnel.
The escape of the four detention prisoners took place January 7 and 25, and April 11 this year.
Baniqued said Paglingayen was suspended for failing to perform his functions and duties in supervising the jail operation that led to the escape of the prisoners.
Paglingayen, a retired colonel of the Philippine National Police, was directed to immediately report to the provincial warden, Rolando Diaz, for proper turnover/disposition of documents or properties in his possession.
Diaz, also a retired colonel of the PNP, is also facing administrative charges in connection with the same incidents filed against him for neglect of duty.
Six administrative cases were filed, of which five have Paglingayen, the jail guards and Diaz as respondents.—LM
