Dagupan SP grants P7.7 M to barangays
THE Sangguniang Panlungsod (SP) has unanimously passed an ordinance on Monday appropriating P7.75 million to fund some needs of all 31 barangays in Dagupan City.
The request for a supplemental budget was initially made by the Liga ng mga Barangay and later endorsed by the Office of Mayor Benjamin Lim.
The appropriation will in part ensure the participation of the 31 barangays to the coming “Gilon-Gilon” street dancing event as part of the ongoing Dagupan Bangus Festival.
A part of the fund will be used by the barangays to mitigate flooding in their respective areas and undertake fumigation to abate the build up of mosquitoes that may cause dengue, particularly during the coming rainy season.
Under the approved ordinance, at least P4.650 million will be used by the barangays for their participation in the Bangus Festival, P3.1 million for social services, like the cleaning of clogged drainage canals and the rest for fogging operation against dengue.
The outlay was proposed by Councilor Guillermo Vallejos, president of the Liga ng mga Barangay, which was supported by all councilors.
Based on the ordinance, the fund per barangay will be distributed through individual checks to be received by the barangay chairmen.
The amount will be subjected to proper liquidation based on standard auditing rules, regulations and procedures.
PROPER PROCEDURE
Vice Mayor Belen Fernandez, chair of the SP, said the approval of the request is proof that the majority in the city council will support the projects of the city government and of various sectors as long these go through proper procedures and are proven to be advantageous for the city.
The majority in the SP comprise of eight councilors while four are in the minority.
The P7.75 million fund will be sourced from the unappropriated P81 million budget for 2011.
The SP earlier rejected a suggestion from the city hall that the requested amount by the barangays be funded from savings realized from unfilled positions during the first quarter of this year.
The SP maintained that the law is explicit about utilization of savings, specifically that savings at the end of the year will go to the unpaid salaries, cash gifts and bonuses of employees.
Fernandez said the city council will act favorably on a request by the mayor for a supplemental budget for the rice allowance of employees.—LM
