1st Barangay Assembly Day held
MARCH 26 marked the holding of the first synchronized Barangay Assembly Day and the second is already scheduled on the third Saturday of October.
During the assembly, barangay chairmen discussed their problems and issues on solid waste management and disaster preparedness after they presented both their July-December 2010 accomplishment and financial reports and plans for their respective communities.
The barangay officials also reported their level of compliance to the Department of Interior and Local Government (DILG) Circular No. 2010-149, which requires the posting of the barangay budget, statement of income and expenditures and other barangay transactions, and annual procurement plan.
“The barangay folks should be vigilant on this because the mandate to disclose all these information comes from the Local Government Code of 1991,” DILG Regional Director Manuel Biason said.
He stressed that the DILG MC 2010-149 is a reminder of the barangay officials’ responsibility to inform and make their constituents aware of where the barangay funds are being utilized.
The two Barangay Assembly Days, to be observed annually, was set by the DILG regional office pursuant to Proclamation No. 342.
Biason reminded the barangay officials that any resident of the barangay, concerned citizen or NGOs may file an administrative complaint before their respective sanggunians against barangay officials who do not conduct barangay assembly meetings.
“They may also file a case before the Office of the Ombudsman pursuant to Administrative Order No. 07,” he added.
“It is high time for the people to take part and get involved in barangay governance. Let us stop complaining and whining, instead, let us take advantage of the avenues made available to us like barangay assemblies to be active and responsible members of our respective communities,“ Biason said
The regional office also directed all DILG employees to get involved in the assemblies in their respective barangays and discuss the programs and projects of the department during the event. (DILG/PIA Pangasinan/DOS)
