DAGUPAN Mayor Benjamin S. Lim’s State of the City Address (SOCA) has been moved to February 14 as the mayor intends to attend the State of the Province Address (SOPA) of Governor Amado Espino Jr. on February 7.

The venue has also been moved from the Museo De Dagupan to the People’s Astrodome.

In a letter to the Sangguniang Panlungsod, Lim asked the council to allow the use of this venue as it can accommodate both the officials and the public who would like to hear the SOCA.

Under the Local Government Code, the mayor is supposed to deliver the address before the SP during a regular council session.

Lim also cited that previous mayors, including his predecessor former Mayor Alipio Fernandez Jr. have been allowed by the council to deliver his SOCA at the People’s Astrodome since the SP session hall is too small for all the attendees.
