Nat’l govt’s 4Ps now available in Dagupan
THE national government’s controversial conditional cash transfer program labeled as the expanded “Pantawid Pamilyang Pilipino Program” (4Ps) is now ready for implementation in Dagupan City.
Under this program, some 3,000 of the city’s poorest households will be listed as beneficiaries.
The program gives beneficiaries up to P6,000 a year per household for health and nutrition expenses; and P3,000 for one school year per child for educational expenses. A maximum of three children per household is allowed.
The City Social Welfare and Development Office identified the beneficiary barangays as Bonuan Gueset, Pantal, Bonuan Boquig, Lucao, Mayombo, Pugaro Suit, Bonuan Binloc, Poblacion Oeste, Salapingao, Carael, Calmay, Caranglaan, Malued, Mangin, Bacayao Norte, and Pogo-Chico.
The poorest households in the city will be selected through the National Household Targeting System for Poverty Reduction (NHTS-PR) being implemented by the Department of Social Welfare and Development (DSWD), the lead agency for the 4Ps implementation nationwide.
“The program seeks to fulfill the country’s commitment to meet the Millennium Development Goals of eradicating extreme poverty and hunger, achieve universal primary education, promote gender equality, reduce child mortality and improve maternal health,” said DSWD Region I Director Leonardo Reynoso.
The 4Ps, started in 2008 as a poverty reduction and social development strategy of the national government under the Arroyo administration, provides conditional cash grants to extremely poor households to improve their health, nutrition and education particularly of children aged 0-14.
Among the primary conditions set under the program is a pregnant mother’s availment of pre-and post-natal care and be attended during childbirth by a trained health professional; that the parents must attend family development sessions (FDS); 0-5 year old children must receive regular preventive health check-ups and vaccines; 3-5 year old children must attend day care or pre-school classes at least 85 percent of the time; 6-14 year old children must enroll in elementary or high school and must attend at least 85 percent of the time; and 6-14 year old children must receive deworming pills twice a year.
