Fines set for litterbugs in city

PEOPLE caught throwing garbage irresponsibly in Dagupan City will face penalties from P300 to P1,000.

The fines are outlined in a new ordinance intended to help manage the city’s pressing garbage problem.

Those caught disposing garbage in public areas including rivers will be penalized with P1,000 fine while  fine for litter, i.e., paper, cans, bottles, cigarette butts, wrappers etc. will be P300.

The ordinance will be enforced by an anti-littering team that includes the city’s Waste Management Division, the police, and the Public Order and Safety Office.

Teddy Villamil, officer- in-charge of the Waste Management Division, said barangay officials have also been asked to enforce the ordinance in their communities and reinforce the implementation of the waste segregation policy at the household level.

The new ordinance is part of the city government’s “Basura Ko, Sagot Ko” program, which was launched last week.

Mayor Benjamin Lim, speaking during the launching ceremony, reiterated his call for community participation on the issue, stressing that garbage disposal is a “shared responsibility”.

Lim said the program aims to “once and for all, help resolve the pestering garbage problem”.

“Our wastes should be our responsibility. Importante ang pagbabago sa ating attitude, pananaw at isipin na  tayo ay may responsibilidad bilang  isang mamamayan na may pagmamalasakit sa kalikasan,” he said.

The mayor cited Marikina City as an example where a change in the public’s attitude played a key part in its successful garbage management system.

Lim further said that with the city’s growing population, currently at an estimated 200,000, garbage will continue to be a critical issue.

Say dutak, aga naandi, katon dapat isinop,” Lim said.

Basura Ko, Sagot Ko

At the launching ceremony, Lim also stressed that the “Basura Ko, Sagot Ko” program, undertaken in partnership with the Department of Education, will give special focus to educating children on proper waste segregation and disposal.

Lim also said his administration will soon tap other sectors like the non-government organizations, private sectors and the business community to join his campaign for a clean and healthy city.

Side by side with the launching is the staging of the Search for the Huwarang Estudyante; Responsable sa Organisadong Pamayanan or “H.E.R.O.” for individual and school categories) and the recital of the “Panata sa Pagmamahal sa Kalikasan”, an oath to mother nature.

Winners will be recognized during the Educator’s Night this coming December as part of the city’s fiesta celebration.
