“Draw-by-lot” for “tied” bets in San Carlos

SAN CARLOS CITY–Two candidates in barangay Turac here got 573 votes each but they know too well that only one will sit as barangay chairman.

As neither candidate is ready to concede, their individual fate as winner and loser will finally have to be determined by a “draw-by-lot”.

City Elections Officer Gloria Cadiente said since the Omnibus Election Law does not allow a recount unless there was prior proclamation, Reynante Castaneda, and Socrates Bulatao will just have to settle the matter with the “gentleman’s agreement” to a “draw-by-lot” scheduled on October 30.

Castaneda and Bulatao are required to be present during the draw, which will be witnessed by members of the Barangay Board of Canvassers, designated watchers of the candidates and representatives of the PPCRV.

But theirs will not the only ties to be broken. The last seat for the Sangguniang Kagawad in Barangay Tarece; Sangguniang Kabataan (SK) chairman in San Pedro Taloy; and SK chairman in Tarectec will have to be decided by the same mode.

Meanwhile, eight barangay chairmen of San Carlos City won unopposed in the last election.

They are Juanito Flores of Ano, Julio Obra Sr, Aponit; Paterno Resuello, Balaya; Evelyn Ferrer, Bonifacio; Eduardo Magalong, Padilla-Gomez; Jose Pagsolingan, Rizal; Marvin Millora, Roxas Boulevard; and Raymundo Dulay, Tebag.

The barangay and SK elections in San Carlos City were held on October 25 and 26 due to delays in the arrival of election paraphernalia.

Fifty barangays held the balloting October 25 and 36 others on the 26th.
