MOA for Expanded PhilHealth coverage signed
A MEMORANDUM of agreement for the implementation of the expanded Philippine Health Insurance Program (PhilHealth) in Dagupan was signed last Thursday.
The MOA, signed by PhilHealth President and Chief Executive Officer Rey Aquino and Dagupan Mayor Benjamin Lim, provides separate mechanisms for the implementation of the National Health Insurance Program (NHIP).
The NHIP will be implemented in two phases: the Regular In-Patient and Outpatient Package (Phase I) and the Outpatient Consultation and Diagnostic Package (Phase II).
Phase I refers to the Medicare package covering hospital benefits for room and board, medicines, laboratory and professional fees, including existing outpatient benefits under the unified benefit schedule different from those provided by an accredited Rural Health Unit (RHU).
Phase II refers to the primary consultation and diagnostic services, which are included in the program’s benefit package and administered, managed and/or delivered by accredited RHUs/Health Centers.
Included under Phase II are primary consultations with general physicians and laboratory fees for chest x-ray, complete blood count, fecalysis, urinalysis, and sputum microscopy.
The MOA also covers a joint responsibility to provide a basic package of needed personal health services for the social and economic well-being of the city residents, specifically the marginalized and underprivileged, through the implementation of the Sponsored (Indigent) Program.
MORE ENROLLEES
At the same time, Lim has instructed the City Social Welfare Office to re-validate its data on the status of the families enrolled in PhilHealth for the plan to increase the present number of enrollees from 6, 225 to 10,000 families.
Of the current enrollees, 1,373 families already have expired PhilHealth cards since last August 15. The rest of the enrollees have cards due to expire on September 15 or a year after they were enrolled.
