BMs defend retention of SK
A MEMBER of the provincial board, a former Sangguniang Kabataan (SK) chair, is joining the fight to keep the youth represented in local legislative bodies amidst calls for the total abolition of the SK.
“Kailangang may representation ang mga kabataan sa sangguniang pambarangay at ibang lehislatura,” Sangguniang Panlalawigan member Clemente Arboleda of the 5th District said during the Enkwentro forum of the Pangasinan Press Club last week.
However, Arboleda said he agrees with the proposal of electing just one youth leader in every barangay instead of the present system requiring one chairman and five kagawads.
Arboleda, who served as SK chairman in barangay Poblacion in Urdaneta City, said his stint in the SK was a good training ground for him.
He admitted though that the SK hardly functions as mandated because the chairman and the members have to be in school during appointed session days.
“Nahihirapan silang mag-convene talaga, kokonti ang uma-attend. Sayang lang yong pondong inilaan para sa kanila,” he noted.
Third District Board Member Generoso Tulagan, Jr. also disagreed with the full abolition of the SK, noting that the youth sector is a force to reckon with, especially during elections.
He said he also favors the idea of electing just the chairman, who, in turn, will just appoint his members.

On another issue, both Arboleda and Tulagan shared the sentiment that the side of the Church should be considered vis-à-vis the economic benefits derived from a proposed casino operation in Urdaneta.
Both also agreed that small town lottery may be the cure to the “cancer” called jueteng.
