Kapitan shot dead in Labrador town

LINGAYEN–Politics is believed to be the motive for the gunslaying of the barangay chairman of Bongalon, Labrador on June 5, just four days before the official end of the election period and the gun ban.

Killed by one of two men riding in tandem on motorcycle was Barangay Captain Joel Ugaban, 46, a veterinarian by profession.

The relatives of Ugaban, who campaigned for a candidate that lost in the last election, believe politics may have something to do with the killing.

Ugaban was fired upon at close range while on board the barangay’s Isuzu truck that momentarily stopped in front of a house.

Ugaban appears to be the lone target as the two barangay councilmen, Alex Vito and James Anthony Ugaban, who were also on board the vehicle were unharmed.

Police Provincial Director Percival Barba said investigation is now ongoing to ascertain whether the incident was election-related.

Meanwhile, Barba reported that during the gun ban, 77 persons were arrested, of whom 57 were charged in court for illegal possession of firearms and violation of the gun ban law.

A total of 98 shooting incidents were recorded during the same period, but only four of these were considered as election-related.–LM
