Integration of national education agencies sought

DR. Gonzalo Duque, president of the Lyceum-Northwestern University, has urged the incoming Aquino administration to integrate the government agencies supervising the educational systems in the country to prevent what he calls “turfing.”

Speaking at a media forum last week, Duque said the three government agencies in charge of education –Department of Education (DepEd), Commission on Higher Education (CHED) and Technical Education and Skills Development Authority (TESDA) — should be joined under one authority.

He said an independent agency that will oversee education as a whole in the country can provide better quality education from basic to higher levels, including vocational-technical.

Under the present set-up, pre-school, elementary and secondary schools fall under the supervision of the DepEd. CHED takes care of tertiary education, while TESDA is in charge of vocational and technical schools.

He lamented the practice of the 3 agencies formulating policies independent of each other.

Duque, a former vice-governor, said he is glad that President-elect Benigno “Noynoy” Aquino III promised making education a priority.
