Civil defense commends PDCC
LINGAYEN–The Office of Civil Defense (OCD) hailed the Pangasinan Provincial Disaster Coordinating Council (PDCC) for showcasing a “level-up” performance of its capability to respond to a given disaster scenario during the 2010 2nd Quarter Nationwide Simultaneous Drill held June 18 here.
“More than the spectacle which provided us some anxious moments, what we have witnessed is a display of expertise and an upscale of capacity and skill level of responders,” said OCD Regional Director Eugene Cabrera after the exercise.
The exercise, which included the participation of private establishments, was made up of situations that required complicated emergency response such as rescue of trapped persons inside a burning high-rise building and vehicular accidents as an aftermath of a strong earthquake.
The Provincial Health Emergency Response Team, the Water Search and Rescue and the Philippine National Red Cross medical personnel were praised for attending to “victims” with proper medical attention as required in each situation.
The Lingayen Bureau of Fire Protection personnel demonstrated its competence by “rescuing”‘ semi-conscious’ and unconscious’ “victims” trapped inside a burning multi-storey building by rappelling.
PDCC Executive Officer Paterno Orduña said the nationwide exercise heightened awareness among the people on how to react when a disaster strikes and enhanced response capability of agencies involved in disaster management.
Provincial Administrator Rafael Baraan said PDCC’s next task is to organize community level programs to prepare people at the grassroots level for disaster situations.
A composite team from the PDCC, the lone representative from the entire northern Luzon area and one of the only 10 contestants, will participate in the 1st National Rescue and Disaster Response Competition on July 26-31 in Albay.
