JDV seeks polls postponement
REP. Jose de Venecia Jr. called on the Filipino people to save the election on May 10 (Monday) at all cost and by all legitimate means .
He however said that if it is critically impossible because of force majuer or of incompetence or lack of preparation, “let us not go through with the electronic polls but move for nationwide manual elections.”
De Venecia said he agrees with former President Joseph Estrada and Bishop Eddie Villanueva, both presidential candidates, when they sought the postponement of the electronic election just a few days. .
He cited the fact that there are 76,000 compact flash (CF) cards of the Precinct Count Optical Scan (PCOS) that are yet to be replaced, doubting whether these can be replaced and distributed on time,
The next 48 hours at the very maximum will determine whether we will have electronic elections on Monday, total manual election on Monday, partial postponement of the election on Monday or a postponement of the election by a few days or by a few weeks.
However, he concedes that there is a danger if the election is postponed for a few weeks because it may result in the country having a hold-over President by noon time of June30.
But it may not happen if the Senate will be able to elect its president when the two Houses of Congress convenes separately on May 31 before they will proceed with the canvass by June 5 with June 30 as the deadline.
The elected senate president can serve as acting president by July 1 to fill in the vacuum that may exist if the new elected President is not proclaimed,
At the same time, De Venecia said he already communicated with the different leaders of the world to alert the global community on what’s happening in the Philippines and help avert a possible failure of election and or proclamation and to prevent the emergence of a possible military government
He also called a caucus of all presidentiables now to discuss about the situation when all the 76,000 class cards are not yet in place just two days after May 10.
De Venecia noted that the 76,000 compact flash cards embedded in the PCOS machines were all declared invalid and will have to be replaced and tested yet.-LM
