Agbayani fights back with a sting

LINGAYEN—Backed by documents, it was the turn of Rep. Victor Agbayani to mount a counter-offensive against his detractors.

Agbayani, thru his spokesman Ruel Camba, took a swipe at Malayo Barangay Captain Carlito Doria of Urbiztondo whom he accused of not being truthful when he claimed that he (Agbayani) had no hand in the construction of a multi-purpose hall in his barangay.

Earlier, Doria, in a press conference at Consuelo’s Restaurant in Lingayen, questioned an Agbayani claim in a campaign flyer showing a photo of the barangay multi-purpose hall in Malayo that it was his project.

Doria insisted at the press conference attended by Provincial Administrator Rafael Baraan that the project was constructed by the Espino administration, not by Agbayani.

Camba said that the project costing P650,000 was constructed out of the Priority Development Assistance Fund (PDAF) of Agbayani as evidenced by a Special Allotment Release Order (SARO) No. A-05-05902 released by the Department of Budget and Management through the Department of Public Works and Highways.

District Engineer Rodolfo Dion of the Second Pangasinan Engineering District confirmed that his office implemented the project with the funds coming from the CDAF of Rep. Agbayani.

When confronted with the documents, the barangay captain, was unable to present any document to substantiate his claim to the contrary.

Doria further claimed that the project was completed on November 30, 2009, the day that Dion submitted his accomplishment report to Agbayani.

Agbayani also challenged Oftociano Manalo, who claimed to be the provincial and regional president of the irrigators association to cite specific irrigation projects or present proofs of his allegations that some of the irrigation projects constructed under his administration were either defective or non-existent.

Agbayani stressed that all irrigation projects he implemented were completed and constructed or rehabilitated according to the program of work and project specifications prepared by engineering experts.

The former governor said at least 47 communal irrigation projects were constructed and four units were rehabilitated during his term.

Twenty-seven more projects were rehabilitated under the Balikatan Sagip Patubig Program jointly implemented by the provincial government and the Department of Agriculture under his watch.-LM
