LINGAYEN–The provincial government opened another window of opportunity to Pangasinenses with the groundbreaking of a 300-hectare eco-tourism zone last April 5 in Barangay Estanza here, some 14 kilometers west of the provincial capitol.

The groundbreaking rite was spearheaded by Governor Amado T. Espino, Jr., along with former President Fidel Ramos under whose term a special proclamation was issued segregating 300 hectares of land near the Lingayen Beach from the public domain and declaring it as alienable and disposable.

Ramos signed Proclamation No. 1258 on June 22, 1998.

The groundbreaking rite formed part of the celebration of the first Pangasinan Foundation Day after 430 years, a very historic event for all Pangasinenses and the next generation to come.

Espino sees the project as a big boon to Pangasinan as it will pave the way “in generating a steady stream of income and livelihood opportunities for our people”.

“Today, we write history as we break ground for this serious attempt to build a tourism and investment hub for our province, to make up for long years of lost opportunities, to recapture our rightful place as a premier province in this part of the country,” he added.

Former President Ramos, Governor Espino, Vice Governor Agabas and other officials sign the covenant pledging support for the realization of the Pangasinan Eco-Tourism Zone.

Espino also said the strong sense of obligation and the urgency to transform Pangasinan as suitable site for investments and business opportunities has finally unfolded.

With the realization of this ambitious project, Pangasinan will truly become number one province in the country, he added.

Although Proclamation No. 1258 was issued in 1998, it was only 12 years after under Espino’s reign that a serious effort to develop the land into eco-tourism zone was finally started.

Ramos commended Espino, along with the other provincial officials for the undertaking as he said the project is a product of leaders who are driven by urgency to serve and a by-product of the’ best practices in governance and in the business world.’

Furthermore, Ramos urged Pangasinenses to adhere to the Four T’s – Technology, Teaching, Tourism and Teamwork, saying that “’Pag may pagkakaisa, pagsasama at pagtutulungan, uunlad ang ating probinsya”.

Governor Amado Espino Jr. tees off at the driving range of the eco-tourism zone site.

Under the mega project, a self-contained community will be developed, with amenities, like an 18-hole golf course, beach front residences, high end and mid range subdivisions, commercial area, amusement park, resorts and hotels, restaurant and retail shops, water sports area and a yacht club.

After laying the time capsule for the project, Ramos and Espino took a ceremonial drive on the driving range built in the area.
