WHEN EL NINO IS FUN—A little girl rushes to the warm beach water to join the rest of the family frolicking by the Tondaligan Beach in Dagupan City. Soon the beaches along the Lingayen Gulf coastline will be teeming with vacationing students and picnickers for their annual summer trek to the beaches, El Nino or not.
