Capitol firms up health reform agenda
LINGAYEN–The provincial government further strengthened its health reform agenda through the re-organization of the Provincial Health Office (PHO).
The re-organization is is geared to optimize resources and rationalize actions for efficient delivery of quality health services.
In the first-ever Inter-local Health Zone Forum held March 11 at the Narciso Ramos Sports and Civic Center gym, Dr. Ferdinand Totaan, OIC of the PHO, said the re-organization process signals the start of a more comprehensive health program strategy that Governor Amado T. Espino, Jr. wants to achieve at the dawning of Pangasinan’s Golden Era.
Dr. Totaan said after the massive rehabilitation of all 14 government owned hospitals, which are now equipped with upgraded services and facilities, comes an intensified and comprehensive strategy that will transform Pangasinan as a benchmark for health programs not only in the region but nationwide as well.
Under the new PHO organizational structure, the roles and functions of the office were redefined as follows: prepare provincial health plan, capacity building, data management, health policy making body, perform emergency response and surveillance, monitoring and evaluation, and perform other official functions.
Functions in the district level, on the other hand, include the provision of technical assistance, advocacy, data management, networking, monitoring and evaluation, and other official functions.
Dr. Totaan added that for its advocacy function, the PHO solicits local government unit participation in improving quality health care and provides the installation of Botika ng Barangay throughout the province.
For networking, the PHO coordinates with the Department of Health and identifies areas of collaboration with the private sectors and other health-related entities to establish strong program linkages.
Data management, meanwhile, involves the gathering of health reports from the rural health units, processing of gathered reports and setting-up of information system for a more systematized strategy.
Regular visits to review the existing health policies and other relevant health reports are likewise included in the PHO program strategy to actively implement disease prevention and health promotion.
The inter-local forum was attended by various health personnel from PHO and the local government units.
Gov. Espino to the rescue of San Quintin farmers.
The farmers from the town of San Quintin thank Gov. Amado T. Espino, Jr. (right) for quick delivery of water pumps to save their crops from further damage due to the El Niño phenomenon. Gov. Espino has distributed an initial 200 portable water pump to farmers in Central and Eastern Pangasinan and 300 units more are due for distribution soon. Each unit can irrigate about 3 to 5 hectares of land. PCSO turns over six more ambulances to Gov. Espino.
