Rosales, soon a major city

ROSALES—This once sleepy, agricultural town is aiming to become a major city in the near future as it projects its rapid growth with the recent influx of investors and the construction of the Tarlac-Pangasinan-La Union Expressway (TPLEX).

Following the lead of the Henry Sy-owned SM malls, which opened a branch here in late 2008, the Robinson’s chain of malls of the Gokongweis will also soon be putting up a branch here, according to 6th District Rep. Conrado Estrella III.

Estrella also noted that the Goldilocks food chain is now building a commissary here.

Beverage maker Asia Brewery will also be setting up shop in the town.

TPLEX

Another boon to Rosales’ development is the planned TPLEX, which will start construction in February.

The first segment of the new road, running from Tarlac to Carmen in Rosales, is expected to be completed within two years.

The P14-billion road project will be undertaken through a Build-Operate-Transfer (BOT) scheme by Private Infrastructure Development Corp., a consortium led by San Miguel Corp. and DMCI Holdings, Construction.

“If you have this kind of people doing a BOT, you can be assured that it will be finished,” said Presidential Management Staff Secretary Hermogenes Esperon Jr., a native of the neighboring town of Asingan.

Estrella and Esperon were part of the party of President Gloria Macapagal-Arroyo who went to La Union last week following the official approval of the TPLEX project by the National Economic Development Authority (NEDA).

The TPLEX is an 88.5-kilometer, four-lane highway that will cut travel time from Manila by half.

It will run parallel to McArthur Highway, starting in La Paz, Tarlac and ending in Rosario, La Union.#
