Justice caught up with kagawad after 25 years

SAN CARLOS CITY–A barangay kagawad here was finally arrested almost 25 years after he was convicted of homicide.

The police arrested Barangay Kagawad Domingo Ferrer, 61, at the barangay hall in Matagdem.

Supt. Noel Vallo, police chief here, told The PUNCH he ordered the arrest after he was shown a copy of the Court of the Appeals ruling finding him guilty of homicide committed in 1979.

“It’s possible he went into hiding and thinking that the prescribed period for his sentence had already lapsed, he thought he was already free,” he said.

But he added that based on his knowledge and through legal opinion of some lawyers, Ferrer has yet to serve his sentence.

Ferrer was transferred Monday to the detention of the Bureau of Jail Management and Penology in Barangay Pagal this city.

He was first convicted for the crime of murder but he appealed his case to the Court of Appeals and eventually posted bail, Vallo said.

It remains a puzzle to the police how Ferrer was able to run for an elected position despite his conviction in court.—#
