DENR launches land titling program in Manaoag town

MANAOAG–The Department of Environment and Natural Resources (DENR) recently launched a program to help facilitate the titling of lands in this town.

With the cooperation of Mayor Napoleon Sales, DENR took the initiative as it noted that there are almost 4,000 lots in the town that have yet to be titled and legalized.

“We are bringing the project to the people,” Amante Burbano, OIC Land Management Officer of the DENR office in Dagupan, said after conducting a briefing for the barangay officials and school principals.

The titling covers residential and agricultural lands as well as plots for public use.

“We also accept special sales patent. By this we mean, lahat ng school, public plaza, playground, day care center, material recovery facilities of barangay matitituluhan nang walang bayad,” he explained.

He said the Department of Education and other local government units should seek titles for schools and public buildings so these will not be called “squatters” or illegal settlers.

The titling program will also be conducted in Mangaldan on August 3.

The DENR will process applications for land titles daily including Saturdays and Sundays.

Claimants will have to pay for the cadastral cost, which include surveying, including establishment of boundaries, property lines, etc. Tax will be paid after the issuance of the titles.

The offer of DENR is cheaper as compared to the torrens system of land title, said Burbano.

“Sa korte, umaabot ng Php50,000 to Php100,000 sa kulang-kulang na one hectare na lupa. Pero sa DENR-CENRO Dagupan, ilang libong piso  langmakakapagpatitulo ka na, makakakuha na ng pre-patent title,” he explained.

DENR has also been directed to survey, delineate and make an inventory on foreshorelands as the government is inclined toward developing these resources.

“By utilizing these resources (foreshorelands), the local authorities are hoping that progress of these areas will contribute to the economy,” the DENR official said.—Sunshine Erfe-Mallary
