Dagupan to have “deputy mayors”
Another layer in the public administration of the city will be added soon.
Dagupan City Mayor Alipio Fernandez Jr. will name six “deputy mayors” in the city from the ranks of barangay chairmen to facilitate and improve administration and cooperation among the 31 barangays in the city.
The appointment of the “deputy mayors” will be based on the planned clustering of barangays.
Presently, the local government code has defined sitios and barangays as main units based on the clustering of communities.
The Liga ng mga Barangays, headed by Lucao Barangay Chairman Marcelino Fernandez, also an ex-officio councilor, will submit the proposed clusters where one “deputy mayor” will be chosen for each cluster.
Envisioned to be established are six clusters, each composed of several barangays that will be grouped according to topography and population, among other considerations.
Councilor Fernandez made the proposal for a clustering system during a local development council meeting on August 5 presided over by the mayor at his resthouse in Barangay Bacayao Norte.
The mayor, who approved the proposal, said the system will promote increased participation of barangay officials in local governance and help improve the delivery of basic services to the people.
According to Councilor Fernandez, this will also foster better cooperation between the mayor and the barangay chairmen.—LM
