Dagupan benefits from demotion of 16 new cities

A SUPREME Court decision reverting back 16 newly created cities to their old municipal status paved the way for more funding for projects in Dagupan and other existing cities throughout the country.

Following the SC ruling, Dagupan received an additional Internal Revenue Allotment (IRA) of more than P48 million, according to Councilor Danilo Torio, chairman on finance of the city council.

The city council, chaired by Vice Mayor Belen Fernandez, approved last week a supplemental budget of P33.8 million for various projects recommended by Mayor Alipio Fernandez Jr.

With the additional IRA, Dagupan’s annual budget for 2009 was raised to P260.8 million, from P212.8 million.

Torio, who proposed the supplemental budget, said the remaining balance from the additional IRA will be used to cover future expenses of the city.

At least P9.6 million of the supplemental budget was set aside for development projects under the annual development plan as mandated in the Local Government Code; P2.4 million as additional budgetary reserve for the calamity fund; P170,000 as cost of additional outlay in the payment of Government Service Insurance System (GSIS) and LGU (Local Government Unit) registration for government vehicles; P1.9 million as cost of additional outlay for  fire insurance  with GSIS of the Malimgas Market, additional outlay  for the purchase of   four units of brand new vans for the treasury team, engineering inspection team, General Services Office and City Social Welfare Office.

Other items appropriated by the city were consultancy services in the Office of the Mayor, P360,000; training expenses, P500,000; traveling expenses, P300,000; representation expenses, P300,000; office supplies, P500,000; gasoline, oil and lubricants, P1 million; other supply expenses, P300,000; printing and binding expenses, P500,000; additional outlay, P500,000; cost of additional outlay for the anti-littering program, P1,600,000; development management of the city P4,300,000; veterinary services, P180,000; security and protection, P300,000.—LM
