BJMP builds new septic tank
THE Bureau of Jail Management and Penology (BJMP) is finally constructing a facility within the district jail compound in Dagupan for the disposal of the jail’s waste water instead of it being discharged into the beach and the Lingayen Gulf.
This was reported by the Community Environment and Natural Resources Office (CENRO) in a letter to The PUNCH dated July 22, 2009, in response to the paper’s “Our People Have Not Forgotten” column.
Raymundo Gayo, OIC Community Environment and Natural Resources Officer who signed the letter, said the Provincial Environment and Natural Resources Office (PENRO) and CENRO inspected the jail to check on the status of the recommended actions to be implemented by the BJMP/City Jail management to mitigate the problem of the continued pollution of the beach.
Gayo said the City Jail warden had shown the inspecting party the construction design of a waste water facility as a solution to the problem.
A subsequent visit by CENRO personnel indicate that construction has already started for a three chamber septic tank and a Reed Bed. The City Jail Engineer, Israel Masilian, said the construction of the facility is being rushed.
However, PENRO chief Wendy Co said this new facility may still not be sufficient to address the problem because the population of the jail, originally built to house a maximum of 100 inmates, stands at more than 400.
Unabated pollution of the beach from waste water discharges of the jail has prompted city officials to call for the immediate relocation of the district jail out of Dagupan.—LM
