BID official charged for graft
A Bureau of Immigration (BID) officer in Dagupan City has filed graft and corruption charges against his immediate superior, another BID officer as well as one Filipino and one Korean citizen.
Complainant Augusto de Venecia, 43, of Bonuan Gueset, Dagupan City, charged that his boss, BID alien control officer and collecting officer Alberto Garcia, administrative aide Joel Catinec, confidential agent Yllora Bugarin and Korean national Park John Doe have been conspiring to manipulate the agency’s records and pocketed part of the collected fees.
“(R)espondents confederating and conspiring with another fraudulently and criminally manipulates the official records of the Bureau by systematically omitting, deleting and/or reducing the amount appearing on the face of official receipts specifically among Korean nationals,” reads the complaint filed before the Office of the Ombudsman.
De Venecia claims that the amount of Pl, 000 in legal fees, which represent Express Lane Fees, is made to appear as just P500 in the official receipts while the monthly extension fee of P600 is changed to only P300.
De Venecia said the Korean national “serves as the legman for the respondents enticers, recruits or helps his fellow nationals to transact business relative to their passports with the BID Dagupan instead of the BID Baguio where the transaction could be a lot easier and faster.”—JV
