Mayor Pulido case shakes prov’l board

LINGAYEN—First District Board Member Alicia Pulido has asked two of her fellow board members to inhibit themselves from the deliberation of the administrative case against her husband, Anda Mayor Nestor Pulido.

Mrs. Pulido said Board Members Alfonso Bince Jr. and Danny Dizon have evident biases against her husband and should, out of delicadeza, voluntarily refrain from participating in the deliberation of the case.

“This (referring to Bince) colleague of ours has disrespected not only the Chairman of the Blue Ribbon Committee, but also the rest of the committee, by writing a decision and asking members to sign it even before the Chairman and the committee has yet to prepare a committee report and deliberate the case,” said Pulido in an emotionally-charged privilege speech last Monday.

“Worse, this colleague has been talking to people telling people there is already a decision on the case, telling people that he has the numbers Such conduct is reprehensible and, is in fact, violative of the law,” she added.

Pulido warned that if Bince does not inhibit himself, she would consider taking legal action against him.

In his counter privilege speech, Bince said he will not inhibit and challenged Pulido “to go ahead, make my day” on her threat to sue him.

Dizon, a political rival of Pulido, also declined to inhibit himself.

Mayor Pulido’s case stemmed from a complaint filed by Vice Mayor Napoleon Celeste and five councilors, namely Dante de Castro, Aldrin Cerdan, Cecil Celeste, Alex Raguindin and Edward Domalanta. All are known to be at odds with Pulido.

They cited 15 counts of alleged administrative offenses ranging from dishonesty, oppression, misconduct in office, negligence or dereliction of duty and abuse of authority against respondent.

Bince admitted he drafted a decision based on his personal appreciation of the proceedings and the evidence presented but denied influencing his colleagues to concur with his recommendation.

The committee was expected to decide on the Pulido case 30 days after the November 5 hearing.#
