Kids play with barangay captain’s shotgun, one gets shot.
ALAMINOS CITY— As the provincial government continues to defend the issuance of the shotguns to the barangay chairmen, the program claimed its first victim from accidental shooting.
A15-year old boy is now in critical condition after he was blasted with a shotgun issued to a woman barangay captain of Alaminos City.
The victim, Roland Pulanco, 15, was rushed to the Region 1 Medical Center here Saturday afternoon after he was shot by his playmate, the son of Barangay Captain Milagros Payas of Landoc, Alaminos City, using the latter’s issued shotgun.
Dr. Michael Canto, spokesman of R1MC said the victim remains in critical condition as his lever was affected after he was shot in the stomach. The incident was branded as accidental.
The victim and the suspects are neighbors and relatives.
Mayor Hernani Braganza promptly called for an investigation of the incident to prevent a similar happening because 15 other barangay captains of Alaminos City received the shotguns issued by the provincial government.
Superintendent Lloyd Millan, chief of police of Alaminos City, said the shotgun was kept in a cabinet but the son of the barangay captain reportedly destroyed the cabinet’s lock to gain access to the shotgun while his mother was away.
Millan said they will also ask the husband of the barangay captain, himself a policeman and designated PNP supervisor to the shotgun issued to his wife, Milagros, to explain why there was failure in the safekeeping of the firearm.
Braganza had recommended that the shotguns be issued instead to the Alaminos City police which still lacks firearms but 16 of his baranagay captains defied his position and claimed the shotguns.
Out of the 39 barangay captains of Alaminos, 16 including the elder Payas, received the firearm despite opposition of Braganza to the issuance of shotguns to his barangay captains.
Braganza was the only mayor of Pangasinan who registered his vigorous objection to the issuance of shotguns to barangay captains, contending that Alaminos City does not need any being already peaceful and orderly.
Five incidents have since been reported involving barangay captains who used their shotguns to harass their constituents.-LM
