Complaints lodged vs. lady barangay kapitan
SAN JACINTO–A woman barangay chairman (kapitan) in Sto. Tomas is facing an administrative complaint before the town’s Sangguniang Bayan for three counts of dishonesty and misconduct in office, and one count of misconduct through abuse of authority.
This was contained in a three-page complaint filed by Kagawads (Councilmen) Danny Sison, Fidel Caldito Jr. and Nardo Sison against Petronila Rulloda, barangay captain of Sto. Tomas, San Jacinto.
Rulloda was accused by the three as having withdrawn P194,018.80 from the 2008 approved barangay development fund intended for the repair of the barangay hall but the amount was allegedly misappropriated by her for her personal needs.
She was also accused of withdrawing another P83,8000 from the same supplemental budget intended for the replacement of the barangay hall roofing, which she also reportedly misappropriated for her own personal use.
The four kagawads also pointed out that the barangay hall roofing was replaced with galvanized iron sheets entrusted to Rulluda for distribution to victims of Typhoon Cosme.
The three kagawads also deplored as “unjust, oppressive and unreasonable” the deduction of P900 from their salaries due for the months of September and October this year without their consent just to exact vengeance against them for exposing her wrongdoing.
Rulloda could not be contacted for comment as of press time.—LM
