Senior citizens, PWDs are Dagupan’s new VIPs

THERE are more privileges for being an ‘oldie’ in Dagupan City.

Senior citizens, persons with disabilities (PWDs) and pregnant women will soon find special lanes for them in Dagupan’s commercial establishments and government offices to enable them to facilitate their transactions.

The Sangguniang Panlungsod has approved an ordinance, authored by City Councilor Alfredo Quinto Sr., requiring the city’s private enterprises and public institutions to extend special privileges to these social groups by setting up separate express lanes for them.

Quinto said the provision of express lane facilities and privileges for these members of the community reaffirms the Filipino value of caring for the old, the disabled and the pregnant.

The ordinance covers all water, telephone and electric companies, financial institutions, banks, shopping malls, supermarkets, department stores, grocery stores, drugstores, bus terminals, government offices and government-owned and controlled corporations.

The local ordinance also strengthens Republic Act 7432, also known as the Senior Citizens Act, which grants at least 20 percent discount on goods and services to those 60 years old and above as well as with Republic Act 7277, or the Magna Carta for Persons with Disabilities.

The ordinance will be enforced by a monitoring team composed of the chairman of the Office of Senior Citizens Affairs as team leader, the City Social Welfare and Development Officer, the president of the Federation of Senior Citizens Associations of the Philippines (Dagupan City chapter), the president of the Katipunan ng mga may Kapansanan sa Pilipinas (Dagupan City chapter) and the City Health Officer.

Violations will be subject to prescribed fines.#
