Bidding for plant set next week
WITH the expected amicable settlement of the row between the Dagupan City government and the informal settlers in sitio Russia in Barangay Binloc, the project fund donor is proceeding with the bidding for the construction of the US$ 2.2. million Seafood Processing Plant next week.
Westly Rosario, executive director of the National Fisheries Research Institute (NFRI), said the bidding for the project funded by the Korean government, is set on Oct. 28 in Seoul, South Korea.
Rosario said Korean officials, led by Kenneth Han, managing director of Kodako Corporation, already visited Dagupan City twice recently to complete the evaluation of the site.
The Korean government is reportedly eyeing to help build a similar modern fish processing facility in Cagayan de Oro City.
The US$ 2.2 million (approximately P100 million) grant was the subject of a Memorandum of Undertaking signed early this year in Manila by Agriculture Secretary Arthur Yap, Dagupan City Mayor Alipio Fernandez Jr., and a resident representative of the Korean International Cooperation Agency (KOICA).
It was Rep. Jose de Venecia Jr. (4th Dist.), who negotiated with Korean high government officials for the financial grant to Dagupan when he was still the Speaker of the House of Representatives.
Meanwhile, the dialogue and development of the framework for the resettlement of the informal settlers in sitio Russia continues which city hall hopes will result in the settlement of the civil case filed by the settlers last August.
However, the scheduled signing of a memorandum of agreement between both parties before the Regional Trial Court Judge Genoveva Maramba was aborted after the dialogue suffered a snag anew last October 20 when the residents insisted on relocating 108 families instead of 65 as originally agreed upon.
When fully operational, the plant will process bangus, tilapia, oysters and shrimps for export to a ready market, Korea. -LM
