Dagupan now ranks ninth among the 45 most competitive small cities based on an assessment made by the Asian Institute of Management (AIM).

Dr. Reinaldo Bautista, dean of the College of Accountancy of the Saint Louis University, announced Dagupan’s improved status during a presentation on State of Competitiveness at the City Museum on Thursday.

City competitiveness is defined as “the ability of a city to create and maintain an environment that sustains more value creation for its enterprises and more prosperity for its people.”

Leopoldo Vismonte, program researcher for the AIM Policy Center that conducts the survey for the Philippine Cities Competitiveness Ranking Project, identified the six drivers of competitiveness as follows: cost of doing business, dynamism of the local economy, human resources and training, infrastructure, responsive of the LGU to business needs, and quality of life.

Based on the findings, Dagupan City romped off with a 6.72 average score, a marked improvement from its 2005 ratings. The city performed above average in Human Resources and Training, notching a mark of 8.71, 3rd among 45 cities surveyed.

Infrastructure and LGU responsiveness were rated at 7.08 and 7.48, respectively.

However, Bautista said the city’s performance in the cost of doing business, dynamism of the local economy and quality of life can still be greatly improved.

Vismonte commended the efforts of Mayor Alipio Fernandez Jr. and city administrator Alvin Fernandez whose performances were included in the questionnaires and yielded above-average scores.

“It is a great honor to be recognized for our above ordinary achievements in our local government operations”, Mayor Fernandez said. – CIO
