City Council seeks strict enforcement of helmet policy
ALARMED by the rising number of people dying and seriously injured hurt from motorcycle accidents, the city council passed a resolution seeking stricter enforcement of the memorandum circular on the mandatory use of protective helmets by motorcycle riders.
Councilor Jesus Canto, who sponsored the measure, said Memorandum Circular No. 89-105 by the Land Transportation Office must be enforced strictly by authorities because more people are now using motorcycles instead of cars due to the rising costs of fuel.
He also cited recent statistics showing that the number of people who figured in motorcycle-riding incidents had increased during the past few months.
A survey made by Canto also revealed that five to 10 persons are being treated monthly by each of the government and private hospitals in Dagupan.
The resolution calls on Mayor Alipio Fernandez to order the police, Public Order and Safety Office and the Land Transportation Office to enforce the “no crash helmet, no travel” policy on motorcycle riders.
Canto, a doctor, stressed that the crash helmet can prevent fatal head injuries in case of a motorcycle accident.
“What happens to a water melon when dropped to the ground is also what will happen to the head of a person not protected by a crash helmet in a vehicular accident,” he said.
