Dagupan BLISS homeowners plead for land titles

THE Dagupan City Council has passed a resolution asking President Gloria Macapagal Arroyo to issue an executive order segregating the 2.5 hectare lot occupied by the BLISS (Bagong Lipunan Improvement Sites and Services) Housing Project in Bonuan Binloc from the Tondaligan Park.

City Legal Officer George Mejia said the resolution is necessary as the BLISS site, established 35 years ago under the administration of then Mayor Cipriano Manaois, was never segregated from the 98-hectare Tondaligan Park delineated under Proclamation 98 issued by then President Diosdado Macapagal in 1962.

The segregation was also sought by the more than 100 homeowners of the BLISS site who are still uncertain if they can own the land where their present houses are standing.

The homeowners already appealed for help from Vice President Noli de Castro so they   can   be issued titles for their respective lots.

De Castro sent representatives from the Housing Urban Development Corporation to Dagupan to help prepare the documents and intercede for the BLISS homeowners.

The resolution was immediately forwarded to Malacañang since it’s only the President who has the authority to segregate the BLISS site from the rest of the national park.

Mejia said the resolution is necessary because unless the BLISS site is segregated from the national park, homeowners would be considered to be in the same situation as the illegal occupants of the foreshore land who are holding only tax declarations as grounds for land ownership.
