The SCCPA is headed by Benjamin G. Rufo as president while Dr. Perla Resuello Maulino, 1993 Miss San Carlos City, is executive chairwoman. Conchita R. Rufo heads the SCCPA Scholars for the Pangasinan State University of San Carlos City.
