‘Pulis ko, Titser ko’ for OSY

ROSALES-“Instead of the police just going after juvenile offenders, this time they become big brothers!”

This, according to Mayor Ricardo Revita, himself a former police major, will be the direction of the enhanced “Pulis Ko, Titser Ko” program of the Ilocos Region police office, extending its benefits to out-of-school youths (OSYs).

Under REVITA (for Realistic Empowerment via Innovations and Technology for Adults), the police program has been re-launched as a project to address juvenile delinquency, poverty and illiteracy.

Revita said the funding for the project will be sourced from the budget of the Sangguniang Kabataan, which otherwise is used mainly for basketball competitions and social events for the youth.

Nine policemen, all degree holders of Bachelor of Science in Education and passers of Licensure Examination for Teachers, serve as teachers.

The local government provides for the students’ school needs, including the costs for taking the National Test for Acceleration and Equivalency Test after the course.

The policeman-teachers employ modular-type of instructions designed by the Department of Education (DepEd).

Classes for 369 OSYs started last month and are being held in four venues for half a day every Monday, Wednesday and Friday.

This pulis ko-titser ko team is composed of Police Officers 1 Diana Estero, Claire Catungal, Marilou Estolas, Arthuro Pascual, Ronie Tagulao, Marilou Caagusan, Marlon Vinluan, Larry Cayabyab and Marlon dela Cruz.

Revita received on Wednesday a special recognition for the program from Philippine National National Police Chief Police Director General Avelino Razon for implementing such project.

“I believe this is the first-of-its kind in the country,” Revita said.

The “Pulis Ko, Titser Ko” Project was a brainchild of Superintendent Dionicio Borromeo, then head of the Regional Mobile Group at the police regional office 1 in San Fernando City, La Union.

Dionicio received a Lingkod Bayan award from the Civil Service Commission and a special award from the Regional Law Enforcement Council for the initiative.#
