Spitting in public now punishable with fines
Habitual saliva spitters beware.
They can now be slapped with fines ranging from P500 to P2,000 when caught spitting in public areas.
This new provision as introduced by Councilor Jesus Canto as an amendment to old ordinance of the Dagupan City Council enacted way back in 1993, was approved by the city council last week.
Ordinance NO. 1456-93, entitled “Prescribing and Penaliizng Acts and Omissions Inimical to Cleanliness and Sanitation “was authored by Ramon Guadiz, also a medical practitioner.
Canto, a licensed medical doctor and former head of the Region 1 Medical Hospital, said people should know that the practice poses a health hazard to the community.
Section 1 of the ordinance prohibits any person from spitting in public places, such as parks and playgrounds, plazas, roads, public markets, other similar places than appropriate spittoons, trash cans, or water receptacles placed in strategic locations.
Canto said, he sought to put more teeth to the ordinance by compelling compliance from the public through the imposition of fines.
Earlier, he told The PUNCH, that while he concedes that the enforcement of this ban can be difficult, he was optimistic, nonetheless, that in time a greater awareness of the prohibition and accompanying penalties will be achieved and will lead to its more effective enforcement in the future. #
