Jail warden, men face probe over inmate’s escape

OFFICIALS of the Dagupan City jail, including all guards on duty are in hot water after a jail guard who was supposed to escort an inmate to the hospital was shot dead by the inmate himself in barangay Babasit, Manaoag in the morning of December 29.

Dead on the spot with one gunshot wound in the forehead point blank by inmate Jose Pepito Salayog, 50, was Jail Officer 1 Bernabe de Leon, 54.

Salayog, who was in jail for the crime of statutory rape, escaped after the incident and is now the object of an intensive manhunt by the combined team of the Bureau of Jail Management and Penology and the police.

Jail Chief Inspector Florante Nisperos, jail warden, was quick to point out that the transfer of Salayog by de Leon to a house in Manaoag was done without his clearance.

Nisperos, his deputy, team leader and jail guards are now under now investigation by the BJMP regional office.

Normally, whenever an inmate or a prisoner is brought out of jail, an order of the court is needed.

Nisperos, however, also said that Salayog earlier complained of chest pain and was confined at the jail infirmary when he started to vomit blood.

In such an emergency situation, he said, an inmate can be brought out by a jail guard to be brought to the hospital even without a court order.

De Leon was supposed to escort Salayog to the Trauma Hospital in Dagupan City but instead the two went to barangay Babasit, Manaoag, in the house of the brother of Salayog. –LM
