Palace declares Nov. 12 holiday in lieu of Nov. 13

LINGAYEN-It will be a special non-working public holiday in the province on November 12, to observe Pangasinan Day, in lieu of November 13, to commemorate the 111th birthday anniversary of the late Speaker Eugenio Perez.

Governor Amado Espino Jr., had written Malacañang asking permission to move the non-working holiday to Monday to enable students, pupils, teachers, workers in public and private offices a long-weekend vacation.

The transfer of the non-working holiday was provided for in Proclamation 1413 signed by Executive Secretary Eduardo Ermita on November 9, 2007.

Republic Act No. 1621 set November 13 of each year as a public holiday in Pangasinan, known as Pangasinan Day.

This was authored jointly by the late Representative Fabian Sison and Representatives Jose de Venecia Jr., Antonio Bengzon III and Oscar Orbos.

The switching of the holiday will mean that Tuesday, November 13 will be a regular working day.

Born in the former barrio of Basista (now a town) in the then municipality of San Carlos on November 13, 1896, the late Speaker Perez first served as municipal councilor of San Carlos after passing the Philippine Bar as one of the top 10 successful examinees.

Prodded to run for Congress in 1928, the curly-topped and starry-eyed Perez challenged the incumbent congressman from Dagupan and won.

He was elected successively to the same post up to 1941.

After the war, he returned to Congress in 1946 and became its majority leader and later elected as the last Speaker of the Commonwealth and the first Speaker of the House of Representatives.

Married to the former Consuelo Salazar in 1938, they were blessed with three children, namely Victoria, Eugenio Jr. and Consuelo.

Perez, ‘Manong Enyong’ in politics, authored the proposal that converted the then municipality of Dagupan into a city, which was approved into law under Republic Act No. 170 on June 20, 1947.

He was co-founder of the Liberal Party along with the late President Manuel Roxas and was author of laws that created the National Power Corporation, Central Bank of the Philippines, Philippine National Bank, Development Bank of the Philippines, National Irrigation Administration, among others.—LM
