Wanted: Prov’l legal officer
LINGAYEN–The seat of the provincial legal officer (PLO) has long been vacant and no one seemingly wants to occupy it.
Sixth District Board Member Alfonso Bince Jr., himself a lawyer and the longest serving provincial board member in the province, said this situation is “abnormal” and the absence of a legal officer has been hampering their work at the Sangguniang Panlalawigan.
Bince, in a privilege speech, called on Governor Amado Espino Jr. to appoint a PLO as soon as possible in order to sort out legal matters involving the provincial government.
Bince noted that other than the provincial administrator, the PLO must be among the first officials to be appointed by the governor.
Espino and his team assumed office on July 1.
The last PLO was Geraldine Baniqued, who resigned two years ago during the incumbency of Governor Victor Agbayani.
“We find some difficulty in finalizing action on ordinances and resolutions,” Bince said, referring to proposals that require an official legal opinion.
He said he was told that the governor has not found a suitable lawyer to act as his PLO.
“I understand there are no takers for reasons I do not know,” he said. #
