City council probes Malimgas parking fee collection
A Mr. Charlie Go and a certain Tony Chan have been invited by the Dagupan City’s Sangguniang Panlungsod to shed light on the unauthorized collection of parking fees at the third floor of the Malimgas Public Market.
The names of the two surfaced when city councilors inquired, in aid of legislation, from Napoleon Nazareno, former overseer of the Malimgas Market, on who profited from the pay parking area operation since 2005 since not a single centavo has been remitted to the city treasury sometime ago.
Of the two, Go is more prominent because he is the owner of the company I Clean which was awarded a hefty contract by the Lim administration to collect garbage in the city a few years ago.
The two were named by other sources in the market as well as the ones who have been collecting parking fees from vehicles at the Malimgas Market’s parking area on the third floor.
Councilors Jesus Cantos, Jose Netu Tamayo and Danilo Torio jointly sought a clarification if the city government had signed a contract for the collection of parking fees before approving an ordinance converting the same as Information Communications and Technology Center (ICTC).
In response to Vice Mayor Belen Fernandez’s query, Nazareno said he is not aware of a MOA (Memorandum of Agreement) or contract concerning the pay parking area.
Nazareno, however, said he kept a list of the vehicles that parked on the third floor anticipating that he would be asked to explain parking operations under his stewardship of the market.
He admitted that he saw persons collecting parking fees but said that as market operations overseer, it was not his duty to oversee collection and that he presumed that the city treasurer was aware of the collection activities in the parking area.—LM
