Dagupan COP, teacher cited by ‘Dangal ng Bayan’
Dagupan City‘s police chief, Superintendent Dionicio Borromeo, and Janet Albano, a secondary school teacher in Calasiao have been cited as the regional awardees for the 2007 Dangal ng Bayan Award.
The two will be honored on Monday by the Civil Service Commission (CSC) at the regional office in La Union.
The Dangal ng Bayan Award is given annually in recognition of dedicated civil service.
Borromeo, who was regional director of the Regional Mobile Group (RMG) of the Philippine National Police in Region 1 from the third quarter of 2006 to June 2007, was recognized for his efforts to encourage his troop to go the extra mile by not just maintaining peace and order but by engaging in community-related projects.
Albano, a teacher at the Calasiao Comprehensive National High School, was cited for her deep commitment and involvement in community development projects, i.e., revival of the Parongking River and promotion of solid waste management among students, etc.
Borromeo’s initiatives include the “Pulis Ko, Titser Ko” program wherein policemen from the RMG with education courses served as substitute teachers in schools near their detachments, especially those which are insurgency-threatened. They also donated school supplies.
His teams also initiated the repair and improvement of an unoccupied building in Alibangasay Elementary School by donating construction materials.
Borromeo and his men also undertook the “Adopt a Watershed Project” in sitio Virginia, Barangay Ferdinand Marcos, Ilocos Norte aimed at assisting the national and local government agencies and the residents in safeguarding the watershed in the area.
Borromeo also pioneered the “Honeybee keeping” project, in cooperation with the Don Mariano Marcos Memorial State University, as an alternative livelihood program for PNP personnel and their dependents.
In support to the government’s Programang Gulayan ng Masa, Borromeo and his men also put up a Demo Farm project at the PNP Region 1 office showcasing technology for re-engineered gardening.
Borromeo said these community-based undertakings strengthened the police force’s links with the people.
Albano, on the other hand, has earned the community’s accolade for her efforts at protect environment by teaching students the significance of recycling waste materials and planting trees.
Her participation in productive student activities earned the recognition of the awards body. Her crusade to protect rape victims in the town led to the successful prosecution and conviction of 2 identified perpetrators. #
