Dagupan City has new police chief
SR. Superintendent Dionisio Borromeo has assumed his new post as officer-in-charge of the Dagupan Police effective August 6, replacing Sr. Supt. Edgar Basbas who was chief of police in the city for 28 months and 28 days.
The turnover of command between the two police officers was presided over by Police Provincial Direct or Sr. Supt. Isagani Nerez in the presence of Mayor Alipio Fernandez Jr. and Police Provincial Director Leopoldo Bataoil.
Borromeo, 43, a graduate of the Philippine Military Academy Class of 1986, was a former group commander of the Regional Mobile Group based at Camp Oscar Florendo in San Fernando City, La Union.
He swapped posts with Basbas who will assume Borromeo’s post as RMG group director.
Basbas assumed office as chief of police on August 8, 2005 when Dagupan was still under Mayor Benjamin Lim.
Borromeo said his program will be anchored on the acronym ALIPIO which stands for Anti-drug campaign, liberation of streets from crimes, Information dissemination using the tri-media, partnership with local and barangay officials, including members of Non-Government and Organization, Implementation of the PNP transformation program and organize and motivate the local disaster management council.
During the turnover ceremonies, Fernandez said Dagupan City has always been the launching pad for many fine police officers for higher police positions.
He recalled Major Ramsey Ocampo who was the city’s chief of police and went to become the director of the Philippine Public Safety College while then Capt. Hermogenes Ebdane, Dagupan’s police chief in 1974, became chief of the Philippine National Police and secretary of the Department of Public Works and Highways and Department of National Defense.
Another, who served as chief of police of Dagupan, Jose Bandong, became chief of the Northern Police District.
Fernandez’s marching order to Borromeo was to reach out to the people in the city and ensure peace-keeping by strictly enforcing all local and national laws.
“Rest assured that I will do my best to keep Dagupan City a safe place to live in and do business,” Borromeo said.—LM
