Mayor Al starts with P130M cash balance
THE new administration in Dagupan City has inherited a cash balance of P130 million, not P250 million as originally claimed by the Lim administration, out of the city’s P375 million annual appropriations for the current fiscal year.
This was gleaned from the terminal report submitted to members of a transition team headed by Atty. Alex Fernandez during a simple ceremony at the City Hall last June 28.
The terminal report also included Dagupan’s actual cash position in savings and time deposit in the name of the city government.
Based on the statement of expenditures as of June 15, 2007, only 52 per cent of the appropriations earmarked for personnel services remained intact.
NEW APPOINTMENTS
But the figure did not reflect projected personnel services disbursements beginning July 1 when Lim made more than 170 new appointments and promotions.
City Administrator Alvin Fernandez told the PUNCH that based on records the appointments and promotions were made after the election or within the election ban that ended June 15 this year.
He said this left the Fernandez administration with only 40 co-terminus positions to fill.
The remaining balance for capital outlay stood at 39 per cent, maintenance and other operating expenses at 52 per cent and financial expenses at 71 per cent.
The report also indicated that while the city stands to receive P34 million from its share of the Internal Revenue Allotment, only 25 % per cent have been received.–LM
