Four MRFs in city successful
Win some, lose some.
Four of the material recovery facilities (MRFs) put up during the past city administration of Dagupan are not functioning but a few others are doing well and are actually performing above par beyond the expectation of residents.
This was the assessment of City Waste Management Officer Reginaldo Ubando after he accompanied members of the Sangguniang Panlungsod headed by Vice Mayor Belen Fernandez in their inspection trip to the various MRFs in the city in aid of legislation.
The delegation included Councilors Farah Decano, majority floor leader; Dada Reyna, chair of the committee on environment; Alfie Fernandez, chair of the committee on land utilization; and Alfredo Quinto, chair of the committee on agriculture and fisheries. City Engineer Virginia Rosario joined the group.
“The visitation was strictly in aid of legislation to familiarize us, especially the new officials, with the real situation on the ground,” Vice Mayor Fernandez explained.
Among the MRFs observed by Rosario to be performing well are those located in Pogo Chico under Barangay Captain Saysi Samson, Poblacion Oeste under Barangay Guillermo Vallejos, Barangay IV under Barangay Captain Teody Macasieb, and Herrero Perez under Barangay Captain Salvacion.
“All these are the shining stars as far as waste management is concerned and their operations should be emulated by the other barangay captains”, Ubando said.
He cited the MRF at Pogo Chico which was integrated with a hito culture venture, wherein the fish are being fed with bread crumbs thrown as wastes by fast food chains.
The MRF in Poblacion Oeste is tied up with vegetable gardening while that of Barangay IV, although located atop a covered creek just behind the University of Luzon, was beside a butterfly garden, the first of its kind in Dagupan and perhaps in the entire region.
Ubando said the waste management office will try to adopt the suggestion of the vice mayor for a re-clustering of existing MRFs in order to limit spaces and to search for feasible alternative sites.
The delegation also visited MRFs in Pantal, Mayombo, Tebeng, Bonuan Gueset, Bonuan Boquig and Bonuan Binloc.—LM
