Dagupan goes “hi-tech”
The Dagupan City government is taking a major technological leap.
Soon, Dagupeños can begin to monitor the disbursement of public funds, check on the performance of their public officials and rate them through the internet with the passage of the E-governance ordinance Friday night by the city council.
Dagupan City Councilor Farah Marie Decano who authored the ordinance titled ‘Strengthening the Open System of Local Governance’ told local newsmen Saturday, that this will promote effective delivery of services as well as provide transparency and accountability in the city government via the internet.
“We will have our own website that is more interactive such that Dagupeños whether in Dagupan, or anywhere in the Philippines and abroad will be able to participate in the decision-making process in the city by giving their comments and suggestions,” Decano said.
The website will include the city government’s different departments and offices, their duties, projects, budget and accomplishments, procedures and processes in civil applications; provide access to records like the proceedings of the Sangguniang Panlungsod sessions, minutes of the Bids and Awards Committee; records of office supplies expenses, and property assignments of each elected official assuming on or after June 30, 2007 as well as the department heads.
It will also include details of bidding for projects, the publication of financial statements and the city’s transactions.
An initial P500,000 has been appropriated for the project.
Decano said the city council under then Vice Mayor Alvin Fernandez was the first in the country that adopted house rules pertaining to the cyber sessions among its members.
She added that with Fernandez as the city administrator and the primary advocate for the E-Governance project, she expects its immediate adoption and implementation to better serve Dagupeños.
Decano said she appreciated the concept when she attended the International Visitors Leadership Program on Transparency and Accountability last August 2006 in Washington DC.
